Out of pure curiosity, I've reloaded several times and tried different answer-combos, beacuse I wanted to know if it is possible to get a positive ending in that sequence.
Of course your prior decisions do matter and are taken into account: I didn't go to the shot communist's funeral (I had a different reasoning behind my decision, than the game would allow me to have).
Also I opted for the business bail-outs instead the handout for the poor. Both decisions the commie leader reproached me for.
I went down the "invest in Narbel community"-Path in the conversation with Alphonso.
You can also choose the other path, i.e. "Increase workers wages".
You have to press him hard on that promise, don't be too vague or abstract.
I think one prerequisite is that you fully invest in Gasom (= -2 Budget) and not together with Rizia. You will be criticised for that by Sordaland Today, just like you will be if you do anything else.
When Serge implores you to leave: leave! Here you can exchange some friendlier words with the two leaders and shake hands.
The game tells you when you are "successful" with your conversation. Right after the accusations by the commie leader the crowd should get calmer.
I think that was the "best possible" outcome, if we don't look too much at the budget, since it placated the commies and unions.
