tax avoidence

So, if you fund the ministry of justice you will lose the at some point lose the"tax evasion" modifier and get the "tax avoidence" modifier. Then later on "tax avoidence" gets replaced by "tax efficient economy". What does this modifier do exactely? Does it give you more budget at the mid point? If it betters your economy, By how much does it do so? Are all the green modifiers equal to each other in terms of weight or are some more important then others?

If there is this tax avoidence then woudn't increasing taxes net you less then it should? (actually how does increasing taxes give you a higher budget immediately? shouldn't there logically be a time delay? probably gameplay reasons, but maybe there's a better answer.)

All I have been able to confirm for sure is that during the final economy meeting you get an extra 1 or 2 budget (depending on how high SME and Large Corporation taxes were set). Which sounds great but the problem is you can't spend it on anything and the economy is pretty much done... I guess it can help pop you out of negative so Symon can offer you those cool vote buying programs if you go into the meeting with -1 budget or something. Haven't noticed the impact of that or corruption levels on economy as a modifier tho.

To be fair that is pretty helpful cause all of the get out of debt options are really sketchy ideas and the welfare programs he offers are massively popular. But no economic gain there.

Well rumor has it that if you increased taxes and then become tax efficient it hurts the economy cause now you are really cranking the screws on the effective tax rates after raising and removing all the loopholes/deductions. But if you lowered taxes it's good for economy cause it is now a lower but clearly defined rate. Haven't tested tho.
