How to pass the 3% treshhold?
From my expirience, conservatives wont support a constituation with this reform. Anti-corruption pressure, reformist wing and PFJP is still not enough. I got arround 129 votes. What am I missing?

Try to give 4 personal wealth when lobbying.

I think a few of the USP's moderates could agree with the threshold, if you don't upset them too much with privatizing. Also try to have support of the Independents/Leke.

I had all the independents, and did 0 privatisation. I was thinking: is it even possible to do the most anti-sollist constitution? Or the game is built in a way to prevent that?

Hm well, there are lot of other factors that could influence the vote

- Tusk/Koronti can influence it to your favour if you give them shares of the privatized companies (small privatizationn should not hurt your standing with the moderates)
- don't be rude against Curtan Leste
- if you go full anti-Soll you are bound to lose many votes (don't unhang his portrait, it's a useless symbol, rather implement the de-sollinisation decree later)
- don't fully support Ciara's progressive ideas about education reform, esp. don't ban religion from school
- being respectful at the religious festival should also get you a few votes.
- also of course lobbyig as the other commentator wrote. But it does never make a big difference for me. In one recent run spending +2 on lobbying got me exactly 1 vote (but an important one, no 167)
- also are you sure you had the full support of the Independents. You need to suck up to them/the Bluds on every occasion (e.g. support Bergia)
- probably lots more...

I managed a constitution reform with anti-soll-policy + 3% threshold, but didn't manage to really bring Soll to justice afterwards.
