For a dictator run, you need to basically get your entire party in line and side with the nationalists. That will give you enough votes to win a vote.

OK, I already find out the thing. You don't need Tory, but in other way, you need the support from Tusk or Marcal, they also have a lot of friends in GNA who can give you enough votes.
