And yes, you can most definitely still win despite taking bribes - you can even win by being a total ♥♥♥♥♥♥♥ (i.e. taking the bribe, then not following through with it - it makes certain things a bit harder but it's definitely possible).
If you have no such scruples, go ahead and take them.
Same here, I lost my re-election for it, but survived the office sex scandal. Go figure.
The HSU scandal weight is very minor. By itself it never hurts your Presidency. It only increases in value if other leaked scandals get triggered.
