Actually, you can. I did it with Wehlen only in my emergency run. Just make sure you prepare military very well and follow the right strategy and victory is close.
You are right. I have done this subsequently. I have yet to get Wehlen to actually get to Rumburg as my Buds keep mining the road and driving them back, but that is probably a matter of balance as I went full on Sollist and the Buds were not happy. You do not need Wehlen and the Sordland alone works but follow it exactly and renew the emergency twice, also do not assasinate anyone important as you get impeached.
