So if you're going to choose it, along with the mega project, you can only really increase the budget for 1 ministry unless you privatise both public health and education.
Remember, you can't reduce tax if you have debt or atleast you can't if it's -2 or more.

The reform side of the USP can always be bought off by giving the VP slot to the head of the reformist faction. Petr is a drunk, whom doesn't take his position seriously enough, and after the revelations later on...well, giving away his chance at a second term is a light sentence. Btw he can run against you at the end and screw you out of a 2nd term.
Also you don't seem to be able to play the second term, so it doesn't matter what you decide.
As for the other party, they seem to be a Social Liberal party, the economy doesn't seem as important as civil rights & political freedoms.
But then, I've had the least success courting them in my playthroughs.

If you veto it you get;

I signed it even when I was going capitalist.
