To answer your questions:
Original version of game had gold transfer from Rowan to main Treasury, current version does not. There may be some old text around saying it's there... it's not... long gone.
Skills are only useful during skill checks. You'll note the text in the upper left hand part of the screen when it says something like "Survival Roll Failed: 7 to 9" (or something like that). The roll number must be equal to or higher than the check number. Putting points to skills and gaining them in other ways (purchases or training) add the amount to the die roll to equal or surpass the check point. In the later parts of the game, there are skill checks that if you've added nothing to a skill, it's impossible to succeed. So ignoring skills is a great way to lose all the checks from about the midpoint on.
OrcAid is the most challenging quest in the game. Ulcro isn't looking for money, he wants the Ax and presents for 'the noble woman' (Delane) and for you to talk to her on his behalf. He's actually the easiest of the quests to do as you only need to keep working on getting her items which can be random and hard if you don't have good survival or perception skills.
Batri (the rival younger orc) want the weapons and how much you send him affects things later on. You can send him a little but it makes it slightly harder down the road. You also have to corrupt Delane so she will accept him, but there have been some changes there so that could be incorrect information.
Tarish wants Delane corrupted to full slut mode and some poison from Jezera and something from ClaMin.
Then there's the free Delane mode. That has all kinds of interesting issues.
So yeah, it's a long, long road on that quest.

As to skills. I was aware as to how skill checks functioned. My question / comment was more so about how stealth seems hardly used at all compared to the others I mentioned. After having completed the game I can say you don't need much in stealth at all. You can just reload saves till to pass even for freeing Delane.
Diplomacy and Combat skills are the most used and are key to a variety of situations and scenarios.
Further on skills. I will be more specific. I noticed that not every action or choice you make in combat is purely a strength check. Some are brawn or others. But strength and brawn seem key to success.
In my original comment I was thinking to ttrpg about it. Like if Rowan swings his sword could it be dexterity or stealth for certain attack vectors. Or if some choices would synergy more than one skill for a single attack. Like faking your opponent out or out pacing them.
I think I saw one combat where something like this occured. Where I got a dex roll and then a brawn and then a strength as per the dialog.
As for Delane. I freed her but was expecting to see her again. Sad that I did not. This hurt because of the consequences. I was hoping I could salvage the situation somehow.
I guess recruiting the goblins sorta does that. However I'm unsure if it did salvage it or if you can just fail orc aid without a game over and I just then did the goblins missions within the remaining time window and it didn't matter either way.
My only surprise from finishing the current content was not finding a way out of your predicament. I thought the "library sorceress" storyline I did earlier would come into play. Or Rowan would have found some magic items during his various moments around the map.
Incase I missed them. Are there no magical swords to be found anywhere? Or other gear, that isn't something you can buy in the goblin merchant shop?
I didn't look up guides when playing to avoid spoilers.
Or maybe I just didn't register the interaction later at the capital. It's been like a month or so since I completed it.
Esit. Actually I think I did as we fled the orc camps. Is the scene in a cave?
