Rowan does get times to being dominate to many female and male characters. The Twins he can assert himself, but in order to have any relations with the twins he has to be submissive to a certain degree. At least for Act 1. Whether that remains the case later on is not known. Outside of them, however, let that dom Rowan or Alexia freak flag fly.
The key thing to take in here is the Twins have the upperhand all in Act 1, but the choices you make for Rowan and Alexia can either strengthen or weaken them against the Twins and the immediate goal to free themselves of their control. Whether or not they succeed at escaping or taking over (if that is their aim at the end of this) is still to be seen. :)
But really would not enjoy game if basically twins had upper hand entire time or long time
I don't think it's possible at this point in the game for Rowan to actually dom either of the twins, although there is a fantasy about it in the Heleyna path. There are a couple of events I came across where Rowan tries to dom Jezera but he always gets his ass handed to him and put back in his place.
At the start of the story the Twins are prepared and Rowan and Alexia are completely caught off guard with NO FRIENDS to aid them. It is them versus everyone else and have to gain allies to them.
So yes, in the first Act you don't have to play either of them submissive to either of the Twins (but will get no sex scenes), but in order to at least get them in to have sex with either of the Twins, they must submit to them at the start to initiate it. You can always flip, as Daphne Lage pointed out, to attempting to dominate or submit completely to the Twins.
Now that may all be BS and completely incorrect. I am just putting together the totality of the events from the start and how to interpret it from her perspective. If you add in that Alexia actually appears to 'beat' her at magic potential as well, they would present a formidable pair to Cliohna. Clio isn't even afraid of the twins but Rowan and Alexia, in certain circumstances definitely give her a reason for concern.
I suppose it would entirely depend on her ultimate goal, if it's to take down the twins, the married couple, able to best her, would be her strongest allies to do so. If it's just to set up her own haven someplace else, then all she'd need would be Rowan (in strong mode) to do so, Alexia added in would just be icing on the cake if she could wriggle her way into their relationship as a partner. It's not a bad option either way but it would give a reason for her to flip from dominant to submissive. It serves her ultimate purpose... whatever that is.
