"drop through bubble to change color"?

What does the first blue spell upgrade do exactly? I'm not noticing any difference without it.

after jumping down from a bubble, your cape will be blue for a while,I solved one puzzle using that skill.

If you turn blue you can hit blue switches with your body rather than a bubble. Later you get a block combination that lets you turn your cape green. Just let's you solve certain puzzles like one in particular where you need to hit two green switches at once just east of town.

Yeah, in all honesty this upgrade is far too early in the tree to be memorable considering it only becomes relevant kinda late in the game. I tried for a couple minutes to see if turning blue let me breathe underwater (it did not) and then basically forgot about it. There could do with being some hint in the wording as to what it might help with.

This just dont work for me, i shot the bubble, jump over and press down like a video that i saw, but her cape doesnt turn blue...am i doing something wrong?

you need to crouch on the bubble and press down, as if it was a platform that you wanted to drop through. You need to have the upgrade unlocked. Other than that I don't know what to say to help...
