How do I use the "flip by x" function? Nothing I do seems to work.

Hey sorry for the late reply (the past few weeks were the busiest at work), hopefully you found an answer. When you use the Functions (Tool Icon) - "Flip by x" whatever LAYER is selected will flip side by side. So if you have a blank layer selected nothing will move. It drove me crazy at first before i realized it was layer specific.
