Report a translation problem
My animation was built in multiple layers that I moved and turned on or off as needed. I went back through all of the frames in my animation, deleted any layer that was turned off in any frame, and merged the remaining layers together.
If I had to guess, the layers that weren't active, weren't getting their palette updated correctly. Or there's some sort of unspecified limit on layers. ...I can't imagine it would be the latter.
