Mountain's Shadow Set Not Unlocked

I have Steel Bars, Silver Bars, Obsidian, Coal, Purple Fabric, Heavy Leather, and Warm Padding. I could make the pieces right now looking at the materials online, but this armor set does not show at the Blacksmith.
The Hunter and the Mage all have 3 armor sets lvl 33 with frost resist, but the Blacksmith only has 2 with the Mountain Shadow set missing.

Is there a bug? Or am I still missing a material?

Turns out that despite the other 8 frost resist sets being unlocked, this one unlocked after completing the blast furnace quest. This needs to be fixed, or at least consistent with the other 8 sets.

I just did that quest for the bellows. Made 2 items from the other set for the frost resist, made pocket heaters and fatty meat. Was plenty to complete the quest. As a bonus, iron and silver bars unlocked. Yay!
