Incredible Number of Issues with Dedicated Server Operation

I've tried so many different things I'm starting to lose track of the number of issues and what I have and haven't tried already.

I'm running an Enshrouded server locally downloaded via Steam tools. I am not using SteamCMD and it seems that it is not required.

After hours of troubleshooting I finally got the server to show up in the in-game server list via searching its name. Trying to connect via IPv4 address has never worked, with or without specifying ports. Though I have not had anyone else to test this issue externally with, only myself on my own network. For all I know others might not have a problem connecting via the IPv4 address outside my network.

Issues

• We can skip most of the "have you done x, y, z" in regard to baseline server functionality because I already connected to the server myself via the in-game browser. However, there are many other unresolved issues.
  
• I have modified the server config from an IP of 0.0.0.0 to my local IPv4 address. This was one of the suggested fixes/workarounds. I do not know if this made any difference.
  
• I do not understand why connecting via IPv4 doesn't work but connecting after searching for the server name does work.
  
• I have tried the method of adding the server to my Steam game server favorites list. It refuses to get added to my favorites but will show up in the internet list. It will not show up in my LAN list of servers running. How is it not showing up in the LAN list??
  
• Running the server.exe manually instead of via Steam allows it to show up in the in-game server browser. Running the server.exe via Steam launcher does not work.
  
• From the Steam game server window, when trying to connect to the server this way, I get a "unable to connect to server, app id specified by server is invalid".

VPN Side Note

I usually run a VPN and have excluded both Steam (2 executables), Enshrouded.exe, and EnshroudedServer.exe from the VPN tunnel.

After testing with the VPN ON and OFF I have successfully connected to the server via the in-game server browser. Therefore, I do not believe the VPN is playing any role in this weirdness, especially as I have searched and found reports of these issues online from others, some with entirely different games.

Any help or ideas would be appreciated.
