Huntress quest line bugged?

I have done all the huntress quest lines all the way to the spindle thing but i have not go the quest to get the tanning station. im not sure how the quests trigger or if i have to do something? i have found leather and all the mats to make it, i just cant make the tanner station and have not got the quest for it.

you have to progress quests with the other npcs as well

I had did them all besides some side missions and tier 4 npc quests when the tanner quest is tier 3.

The only way around it, is to just go to the location where the tanner is and the huntress updates as if you had the quest and did the steps before it.
