It clearly states "Windows 10".
Actually the error message does tell it too, the server tries to use an operating system function which isn't there in Windows 7.
Honestly running a server which is connected to the internet on Windows 7 in 2024 is quite questionable as it exposes not only you but everyone on the internet to a certain risk.
Not every game running w10 REQUIRED w10 for server.
And safety? W7 is more secure than w10 (even worse with w11).
The function which is mentioned in the error message is available since Windows 8 so yes it might run in win 8 but if you're unlucky you'll just get the next missing function if you try to run the server on win8
Now, we can debate if this is deliberate on Microsoft's part or not, but the fact remains that Win7 is NOT secure anymore.
At all.
Edit: Unless you run some weird modded version or something, I remember having used a heavily modified version of XP that made it reasonably secure long after support was cancelled, but no idea if such a thing exists for Win7 or if it would indeed be secure and not worse (because you basically have no real way of knowing if whatever you download isn't intentionally made to screw you over), so this would also be an immense risk for you.
Not going to tell you how to do your computer security, but Win7 is dead, security wise, and that's all there is to it.
Doesn't mean you will get problems, just means that if some malicious actor detects you using Win7 and they know what's up, you're going to have a bad day.
