If you just mean the build area of the level 1, then it only costs 5 rocks to re-place it.
Also, you can move an alter any time. Just don't take too long, and tear down everything that ends up outside of the boundary before it goes away. You have quite a bit of time (much more than the 30 seconds that the alter stays around).
You can also get an idea of where the true maximum boundary would fall by just building level 1 alters. Place an alter on the current boundary and the boundary of that is 20m out (40m from the center of the first one). Do that two more times and you're at the 160x160 boundary. Not the fastest or easiest, but it just takes a few minutes.
I'm about to do that now. I have an alter where I want the boundary to be, so I'm going to leapfrog from there to where the center should be.
