The quest or access to the new spire? I keep seeing the walkthrough for the spire itself but not how to get to it. When I head the direction I see streamers show on their map I run into the "Early Access Zone" redline. So where do I pick up the quest to get to the new zone or who do I talk to?

Iirc you do not need a questgiver. The new Albaneve area can be accessed from Nomad Highlands area (go straight north of the Nomad Spire) and also from Kindlewastes area (quite a distance north of the Kindlewastes Spire). I don't remember if there is higher level shroud in the way - so maybe your flame altar needs to be upgraded (to level 6) to get there. In my journey there was no EA-Zone-limit.

The quest is in your flame altar, but it needs to be level 6. And it triggers once you have the legendary glider from the sun temple in the south.
