The overall consensus from searching is that yes a 3080 can get 4k but at the price of FPS loss especially with newer more modern games. Much easier to get with older games and still get reasonable FPS.
Enshrouded would be viewed as a newer modern game so you would be sacrificing FPS.
Only way you will know what is best for yourself is through trial and error playing around with the settings.
The rest of your system specs might be a factor to consider also with regards to what you can push the limits to.
Check Youtube for performance settings, there are many helpful videos.
What is smoothly to you? What are you running currently that you have to ask for specifics when you can trial and error it all yourself to see what works?
I have a 3080 12GB and run this on a mix of mostly Quality and some performance settings while on DLSS4 transformer performance to get on avg 80fps.
That's still 100% gpu usage at 1440p. At 4K it won't run like that. And he's right, I don't think your 3080 with no other specs shown will run this smoothly @ 4K if you have to ask for help.
Which is basically what I eluded to in my response and he claimed I used chat GPT to provide a response.
I did check on youtube but their obsolete now it's been one year.
So if anyone have already made some tests i hope they will share some advice to run the game at least at 2K because it's really unstable and depend on the zones and the time in game.

I used the following vid to get at least a constant 60 fps at 2K, then went from there. You might be able to use his 4K suggestions, then bump up the settings on Performance to Balanced.
(edit) The vid is old but still worked. Think the only new option was voxel shaders.

DLSS Quality it's locked 90+fps. (i cap my FPS to 90 for GPU noise reasons)
I use Settings: DLAA / DLSS Quality
- Texture Resolution = Max.Quality
- Shadow Quality = Quality
- Contact Shadows = On
- Indirect Lighting = Quality
- Reflections = Balanced (can use higher)
- Fog Quality = Quality
- Volumetric Shadow Quality = Quality
- SSAO = Balanced
- Distant Objects = Balanced
- Voxed Detail Models & Mesh Quality = Quality
- Small Foliage = Quality
- Tesselation = Quality
- Point Light Shadows = Quality
Edit: This is outside in worst case scenario. Inside/interior FPS is way higher.
Did you read what GPU the OP has? They were asking for settings for their card and if it would be possible to obtain 4k with their card.
