It's out, this is in the latest update. Reading the patchnotes will show you how to place them.

Build the plates via the carpenter or smithy (sorry, I saw them in the list, cant remember which NPC though). Then place the plates on a table or surface. If you have food items in your inventory, you can place them on the plate, just like putting pet foods into the corresponding pet dishes

Thank you sir!

Edit: I figured it out. The only plates you can place food on are the ones you craft at the Farmer. I wish it worked on all of them.

I don't have any option to place food on a plate. I've tried it with the crude wooden platter, scrap platter, and clay platter. When I walk near a platter the only option is to pick it up.

Thank you for the tips.
With the Farmer you can craft: 2 different Food Plates and a Coaster. (under Decorative)
After placing it on the table you can inspect the plate and add items like you do it with the pet food.
Food, raw food, potions, water, milk etc. in a "Magic Chest" will work with this.
