Are you aware that you can precisely place and rotate objects? Look at the text in the bottom-right corner of the screen for the key combinations.
Tapping R will rotate 90 degrees.
You're not reading everything.
Hold R and scroll up and down for "precise" rotation.
Hold Q and scroll up and down for "precise" movement.
Tap X to toggle snapping.
For furniture, yes I can fine tune the rotation by holding R and moving the mouse wheel. But tested with a rough stone block and shape 1 or 7 (the big foundation and floor part), the hint text mentions nothing about holding R and using the mouse wheel to fine tune the rotation and it does not function if you try it. I was very surprised but then again it's not something I really cared much about before.
Edit: The patch notes make this pretty clear:
Full rotation control for props
Props can now be rotated in all axes instead of just the vertical axis. Please note this new functionality is only available for decorative furniture and similar props. Furniture and interactive props like the Flame Altar, beds, benches, chairs, thrones, toilets, and similar can only be rotated around the vertical axis as previously. Building blocks and building shapes can only be rotated by 90° as before.

Choose a wood block, such as Half-Timbered 4M Full Wall. Hit (x) to switch to free-placing. As you move the ghost image from side to side to position, it changes the design. The layout is already set in the game file.
I'd love to see full free-rotation for all building blocks, or at least 30 degree rotations (3 turns), but 15 would be ideal (6 turns). This would give you plenty of layout choices.
Even so far as to being able to reposition wall-look in the ghost image, the ability to pan the layout left-right-up-down before you place the wall.
But I refused to let it get in the way of my fun and saw it as a challenge to adapt my design accordingly and see how much it actually prevented me from realising my ideas.
And guess what? The result was: not at all. The building system offers so much more and different freedom, which I now sorely miss in other games, that I no longer even notice the fixed orientation.
We decide for ourselves how much we want things to affect us. If I want to, I can see only the bad in everything, but why should I do that to myself? I want to have fun.
