Because the game is still in development, and a creative mode would have to be constantly adapted to changes, which would be another time-consuming task instead of the developers devoting their time to completing Enshrouded.
Keen has never completely ruled out a creative mode.
But if implementing and customising this feature is "so easy" for you, you could offer your help to the developers. It would certainly speed things up, wouldn't it?

I realize this isn't procedural generated like minecraft, and I don't know what a world's file size would be like as a result, but it would be pretty cool to build some new places with a creative mode, then unleash your creations on others.
Puzzles, combat challenges, mazes... etc...
The phrase "infinite replayability" comes to mind.
It isnt free, but the trial version lets you use it for 2 hours a day.
Using WeMod only works on singleplayer or self-hosted servers, not on external servers.
WeMod is completely free with ads. You just fell for their trial version scam, like the good sheep you are. Use CheatEngine instead, that one doesn't have extortion mechanics.
A server host can turn off enemy hostility and somewhat change the amount of resources found and needed to build stuff, making it almost creative mode.

In the meantime, if you want to play pseudo-creative mode without mods, I suggest using Public Resource Worlds (PRW). You can download a copy of a PRW with a well-stocked base and load/reset this world whenever you need resources. You'll need to learn a bit about how the world files are managed and tweak things a bit.
OR you can visit an online-hosted hourly-reset PRW via an IP address. Check out the Enshrouded official discord and look this up. You'll find several PRWs that you can use. These tend to lag a bit, especially if the PRW base is huge and there are many visitors.

You sure don't, otherwise you would know that after the latest update NONE fo the mods there work anymore.

Just stick with vanilla methods - public resource worlds still work. I use these.
