Linen Issue

So maybe im missing something here, but the level 13 armors all ask for Linen, but..... you have to go the desert which is a level 21 area???? So im confused why would you place level 13 armor mats where you usually wont get to till you can get the higher level armors... It almost makes the armor at level 13 useless. Linens should maybe be in the jungle area idk unless im missing something. i know you can cheese it and just build or run various ways to get there but it just kind of messes up the area vs level progression of the game play flow.

Hopefully im just missing something and someone can give me some more insight. Otherwise this is really bad item placement by the devs.

Flax is found in Revelwood. You use flax to make linen.

You need to play the quests and not run ahead of the locomotive, then you will find flax at level 8!

right right thats where you gotta fight the spider boss to get the spindle then flax is everywhere and you can grow it hmmmm im trying to remember what made me go to the desert in my last playthrough maybe im thinking of something else
