Yes, do some quests for other NPCs. Important for quest progress can be: reach the Albaneve Ancient Spire, get some wool, tame a yak, and the Wall Tapestry quest for Alchemist.

Me and friends did it yesterday and iirc it started along with the fell cyclops head one.
Can’t say for sure whether after or before we got our yaks.

Ps: we didn’t spawn npc for a while, and when we did a lots of quests ( some bed quests and some old ones revised too ). It also messed up my spire teleports but anyway at some point it the quest appeared.

if you have received The Quest from the Blacksmith in the Snow Area and you have defeated the big enemy there, you will receive a bellows with which you can build the new large forge. Then you can also make steel.

Even once you have all quests done, Steel bars has a very low drop rate, you're better off farming the materials and crafting them.

Be sure to just grab lots of coal too later, it's plentiful enough and easy to mine anyways at least.
