I am guessing you have found some fossils that are considered to not be from the region the quest step is currently on.
But to your question the quest is not broken, just confusing.

Their answer is actually correct. It clearly states it in the quest when you receive it.
The most meaningful answer is the truthful one. Just saying.
The quest description did not make clear (enough, for me at least), this is a continuous quest over all biomes. So I thought all 5 fossils I found ARE Springland fossils (for a casual beginner there is no clear info in which biome he is when stumbling over a new fossil). But as said...problem solved.
[EDIT] Correction. There are apparently six fossils in Springlands, but for some reason most guides only have five listed (with two duplicates). You also need the Round Sea Urchin.
If you click on the collectible in your inventory, it will say from what region it is in the description.
Each zone I believe has fossils, except the mountains, I think.
Hm, Not in my game. It only says like "Small Fossil", "Medium Fossil", but does not give any information what biom (Springlands, Revelwood...) it is from.
The fossil must be in your inventory, and no crate may be open at the same time. When you select it, the info text will appear and the last sentence will tell you where the fossil came from.
