Solo progression in multiplayer?

Help me out to understand this.
I rented a server on gportal. How do I enable the whole solo progression so that everyone can do quests without locking others out of doing the quests?

Each player has the option to follow server progress or individual progress. And you can switch between the two at will. The option is in the quest menu (Journal?)

It is a little confusing. I feel they are still having growing pains with MP and SP quest progression. Here are a few screen shots that might help you switch back and forth in the journal.
