Stun arrows do not stun (properly)
Wiki says "Upon impact this arrow stuns the target". Today used it on a few red vultures.
I have to hit the vultures a few time with stun arrows - which slowly fills its stun bar and only then stuns the bird for a moment.
The arrows do not "stun on impact". Is this a new behavior since last update or is the wiki not fully correct here ? (I'm a melee with level 25 bow, but nothing in bow skills.)

Fighting the Corrupted Creature, it took more than 100 stun arrows to stun in ONCE!

First time I tried it, under similar circumstances, I was pretty underwhelmed too. Second or third time I tried, the bird plummeted to the ground and never woke up before I finished it off. I've almost considered buying merciless strike again.

I don't know why the inconsistent results, and I haven't tested it further yet because I've taken a bit of a break to play other things.

Stun is a meter; it fills under certain circumstances, and depletes after a delay. Arrows have multiple damage modifiers: Distance, headshot, backstab, and damage type. Enemies have more or less stun meter, take less or more at certain times, and have special parameters for certain attacks (such as falling down, taking reduced damage under certain circumstances, etc). Depending on who you shoot, how you shoot them, and where you shoot them, this damage will vary, and therefore the stun value will vary.
Essentially, bows are just kinda not that good unless you're running explosion arrows or racking up headshots; the stun arrows are just too finicky to be reliable.

Thing is, first time I tried using them, on a bird like the OP, I filled up it's stun bar then hit it a few more times and nothing really happened.

I tried again later, and it dropped out of the sky stunned, as one would expect.

Regardless of how fast it get's there, you'd think the bar would mean stunned when full, not stunned when not.

Like I said, I haven't really had a chance to play with it. But it seemed awesome one time and useless the other. Though to be honest it's possible that even the time it worked the same number of copper or iron arrows might have killed the thing outright.

It's also possible that it's supposed to just keep the stun bar from depleting while your friends are landing parries during big fights.
