Did you get Yaks already ? It is required to trigger this blacksmith quest.

no yaks i hate the animal taming stuff..but tyvm ill give it a shot see if it works.

I recommend to get at least 2 yaks, you'll need their wool for crafting better armor, to resist the cold.

I went to the Forge of Obsidia and got the bellows without the quest by killing the boss there. The room in which you fight it has frost protection.
