I have tamed already many cats, and thought it's easy. Until I got huge issues with one cat in my new world. I think some cat's may be bugged and don't act right, but it doesn't happen for everyone.
So...yesterday I met such a "boss cat", and it took me about one hour and 80 baits to catch it.
With default settings it was impossible. It helped me to lower the taming difficulty, set it to not losing progress. And there are some armor pieces available, to increase your sneak speed. Still the damned cat was harder to get than the dragon end boss.

I don't know, but maybe there is a problem with taming cats and dogs since the last fix. Before I tamed the animals very easily and now I have the same problem as you and can't get anything tamed. I tried a new game with animals that I had successfully tamed in the older game, but I can't get it to work.

I tamed the dog but this cat in the tower is a no go, it's been 4 days trying to get it for over half an hour each time. this should NOT be that difficult. I can get the first and sometimes the 2nd heart level but it doesn't give me enough time to retreat as it get the ! rt away after it gets a heart. This then erases ALL my progress of course...like a REAL cat would LOSE it's fear if you keep feeding it, not keep being so startled.
I'm getting tired of trying to tame it and I quit my game every time after trying for half an hour as I am quite aggravated by then.

Go to your difficulty settings and lower the taming difficulty. You can set it to not losing progress after a fail. Just for this one cat, so you can keep the hearts.

The exclamation mark right after petting or every time you make a step into their radius are bugs that have been there before the update already, it just didn't happen to everyone and also not always on the same pets. Change the world settings to not lose progress and report it pls so it finally gets fixed

I figured this out after some time, Do usual throw food, sneak up, pet animal. Once you achieve the first heart (now red) get away out of range avoid triggering exclamation mark. Now throw your meat again to start taming process again but now you are trying to achieve the second heart (yellow -> red). Rinse a third time and you get the cat on 3rd tame.
