Do flightless Redtails not reproduce?

Goats, deer, and bunnies will all multiply as long as there is food and open beds, but my two redtail birds haven't. I'm not aware of any way to "hatch" the eggs they produce either, are these just non-breedable (and thus not a stable source of feathers)?

They breed like the other animals, the eggs are not involved. Is there an open and accessible bed for them? Are the beds all sheltered and warm?

Yes and yes. same pen in the same area in the same environment as the other 3 animal types i've bred, plenty of food, and several extra beds. but the 2 of them won't multiply -.-

Found the issue. so I have 4 pens grouped together and sometimes when the map loads goats or bunnies will manage to get into another pen, and then the others reproduce while they're out. we always pick them up and put them back in the now overcrowded pen they belong in, but didn't realize that basically the escapees had 'claimed' beds in the wrong pen before being put back. so even through the bird pen only had the 2 birds in it, the extra beds in their pen were technically taken by other things still. re-placing all of the beds in their pen fixed the issue.
