Make sure to have Nitrate, Sulfur, Tar and Alchemical Base to craft it. When this doesn't unlock the recipe, then idk.

Since I don't know what exactly unlocks the recipe, I can only recommend to explore and loot as much as possible in the mountains. For some recipes you need to pick up at first one piece. Destroy every crate, pot and barrel and bring home the loot.
