For the sheer power increase of higher levels alone, you will need to replace your weapons. And often you'll replace your weapon because one with even better stats comes along.
The backstories on weapons are cool; you should hang those favorite weapons in a display case because they have history... to you. But during the game you are advancing in power, and the childish weapon you had at the beginning is NOT going to take you to the end. You will have new weapons with new cool histories to put on your wall before you are done; dnot get attached.
A harder material grind to raise that max level would both give you more objectives to spend your time on and make using that time you invested so much on be more rewarding.
Maybe moving some legendary rewards to higher level zones to actually make them as powerful as their name or description implies would work too
