Honestly I don't get it. There's hearts in white, yellow and red. Some only have outlines, others are filled. I always got the first heart filled, but the second one never worked. I found some at the base of Revelwood tower. You may want to go to setting and turn off "small foliage" to make it easier to spot. Not much but its there
I struggled with it a bit at first. After it's eaten a bait, stay crouched and move in the opposite direction the cat is moving if it starts moving towards you. You want to be a certain distance behind it and there will be a ? above its head when you're closing enough to throw a bait but far enough not to spook it while crouched. Then throw a bait in front of it again and do what you did before and repeat ;)
Like, sometimes you throw bait, go hide, wait, crouch closer while she eats, then she gets a question mark, you turn around and walk a few steps away, question mark disappears, she starts eating again, you approach and pet her and get away immediately afterwards without anything happening.
And sometimes you can't make a single step into her attention radius without getting the exclamation mark and no matter how often you try and from what angles you approach, it keeps being like this until she finishes the bait. And yes, sometimes she also gets the exclamation mark immediately after petting with no chance of getting away in time.
Only thing I can recommend is bringing a lot of bait and letting her eat up if the bug is happening and trying again with another bait until it works. Also try to approach her from behind and hide behind the stairs or other structures.
