If it is a legendary (golden) weapon, you can upgrade it 5 times, a green weapon only 2 times.
Click on the weapon in your inventory, to see more informations what the upgrades give in detail, some will add other damage types, some will increase the defense, or maybe add even a live steal to the weapon.
You'll find a lot of different weapons on your way through the game, only a very few weapons are fixed guaranteed drops, everything else depends on RNG. You'll find legendary weapons from lvl 3, up to lvl 25, don't worry. But all weapon levels depend only on the area level, never on your char's level.
Of course, like in all games, when you're playing a melee char, you'll find mostly wands and sorcerer staffs, but as soon as you switch to a mage , you'll get melee weapons,
