A game world you started on your computer can always be open either for private local play, or online session at any point. You can go back and forth.
If it is a dedicated server, it still allows you to switch around anytime, but requires a bit more work moving your files in and out of the host.
For characters, you can absolutely also hop around any time with any character to any server, online or offline locally. Everything is super malleable
This is what i wanted to know.
