It's in the nomad highlands. Just have to keep trying. I got mine in a gold chest.

we dont know if a vanity system will come or when it will come. and there will be sets added you might like more.

as for farming anything :

just find the easiest to reset gold or better ornate gold chest in the correct level region and youre set. its really this simple. look for a chest of these types you can place a flame altar as close to as possible without its area effect covering the chest.
