If you're trying to fill a hole left by a foundation block, there is a wide, flat shape you can use that fits perfectly in that hole. Just place a couple layers of that, or however much you need to level the ground again.
Arach
The hammer would be how you place dirt. You have to open the hammer brushes menu and scroll to the options that have the green mountain icon. The green mountain icon is terrain manipulation, while the blocks icon is all the blocks prefabs.
Take into account you can override terrain with blocks, but you can't do the opposite. You have to remove the blocks, before you can refill the space with terrain.
