Report a translation problem
The quest only stops working when all players on the server have already done the quest.
But the side effect of that, is if a player who has done a quest then tries to do the same quest on there private game, it can bug out.
This seems to only really effect the ancient spires and the Hollow Halls.
The fix is to create a second 'new' toon for your private server, have it join (and just get to your fire spire) This means ALL quests on your private game are not completed by all players so they now work correctly
Anyway, that worked for me and a few others I know
After reading Natjur's post I cleared the quest in my world using a different character that hadn't done it yet. Luckily all I had to do was reach the halls because my level 10 character would not have made it very far inside.
Yeh this just worked for me. Had been doing my head in for a few days. Brand new guy, tp'd to the flame near the Hollow Hall I had set up. Ran in and read the book. Quest now sorted for my primary character.
