Report a translation problem
When hosting a game, you don't need to port forward 27015 in order for people to connect. But you will need to forward this port in order for it to show in the global Steam server list.
Hopefully this helps to solve some of the confusion. There's a range of ports that Steam uses to do this (27015-27050), so when hosting multiple servers from the same WAN connection, you can set different ports for Steam to use. I don't have the command available right now since I don't usually have servers show up in the global list - mostly because I just run servers for friends, and they just direct connect.
