Personally, I usually start a new character with a significant update.
Have you done all quests already ? Did the jumping puzzles ? Found all new materials and crafting recipes? There is so much more new stuff to find.
Have you visited the reworked villages and castles across the whole map?
Also the new quests will lead you to some higher lvl areas, per example the capital, Surat's Rest, East Lapis...
about 60% of the map is locked away. the game world is most likely already planned out. and as areas get more finished we will get them in segments.
there will be many higher lvl areas coming, and hopefuly more low and mid range regions too so we have a diverse world
Until proc gen becomes better or they start implementing generation that utilises AI to make sure it's interesting, handcrafted stuff will always like this will be always fun regardless of difficulty.
Your expectations are not reasonable and being above level 15 does not make the content "dead." You're one of those "dead game" people, aren't you? You are even saying "the game's been out for a while" but it hasn't. It's in early access, not "out." When it leaves early access then it will be "out." Version 1.0 or greater = "out."
If the game is not out, how are we all playing it then?
I bought the game for the great build mode anyway
Nevertheless, I was also hoping for a higher level limit
Starting over is the logical thing to do. These updates impact more than just the end of the power curve. A fresh start on a fresh map is the only way to test every point of it.
If you want to see this done badly, try starting a new game in Valheim. It's basically impenetrable now if you don't already have a maxed out character and base going. It can at least be said of Enshrouded that it doesn't have this particular problem.
You would know this if you read the entire thread or if you understood Early Access, or both.
Anyway, I explain what "out" means here:

Nope. Out = Version 1.0+, this is a playable beta. It is not a full release therefore it is not "out" yet.
