Report a translation problem
Just simply use the summoning staff to move npcs to different bases as you need. Craft and keep a staff at each base for the purpose, even.
I think they are looking into "multiple NPC's" as it would apply to Coop / MP, where each player would be able to have their own copy, instead of everyone being forced to share the same ones. Not so sure they are trying to specifically allow solo players to have multiple copies, but I could be wrong.
So build the NPC there own small building. the big part of this game is being creative and building a little village
