Can you make a city your base?
If i build a flame altar just outside (i can't inside) will it make it my own base? Enemies will stop spawning and i can modify buildings that were already there?

Yes you can "take over" other buildings and settlements by building an altar close to them.

with the higher levels of the alter you can make a small "minecraft" town/village positioning the NPC's and crops where you want them *shrug*

Your Flame Alter will prevent the zone from resetting.

Your Flame Altar will prevent enemies from respawning, but will also prevent chests from refilling. A community favorite place to take over and fix up is the Blue Goblet Tavern just west of the Revelwoods spire. There's also a multi-building homestead near the Nomad Wastes spire that's great. Even has pre-made planting beds

Well there is a limit. You won't be able to alter any buildings in the shroud even if it's in range of your altar.. and enemies will respawn within the shroud.

You can, however, in some cases pave over where they spawn and leave them in their own little "room" unable to actually get to you like with the first little town outside the cinder vault. I'm hoping at some point they make it so the higher level flame altars push the fog back like it says in the story bits. Not the base level ones so people can't just plop down an altar when they're about to run out of the resistance timer but like tier 3+ or maybe as an expensive side upgrade.

it add to this a few things

Some building are protected meaning you cant put an altar to close to them and even if they are within your build area there is issues were you cant build around/near them and sometimes they delete stuff near them after you reload the save.

You can have up to 8 altars at max flame. You can use this to take over large areas if you want by placing altars far apart and the upgrading their ranges so they touch.

Things placed tend to stay around even after the altar is removed and the map reloaded. This is hit or miss. But in some places this lets you setup little camps all over that have some basics (I tend to make little tents with a bed and work bench). But this also means you can wall up stuff that bothers you since they often will not even come after you if they don't have line of sight.
