Are you referring to the vault where you can find the farmer? If it's the case you can avoid the double hook / jump part by entering the building from the top.
Otherwise, make sure you are fully rested. Carry a campfire with you at all time and have stamina food in your inventory as well. When you come across a more challenging section of a puzzle ensure that your stamina is full as each hook / jump will deplete it rather quickly.
Also, when it comes to your grappling hook - do you have the upgraded version?
Also. Invest in Double Jump. It's an amazing ability that helps a lot.
The Grappling Anchors will show what button to use when you're close enough. On the keyboard it should be "E" and on the controller it should be "Y" to use.
I did at one point, try to climbe up onto the roof, but gave up mining my way up and am just trying to figure the double roof (what are they called?) swing loop.
Its basic, you just want to equip it, and you will see shiny, I don't know what to call them. Looks like a bracket, that has a E if you are pc, its pretty basic, click e and go, but there are a couple of un basic spots that are tricky. Try it on the bridge.

I didn't notice it either, but the second was showing and not hooking, when I tried it. Either way, I am very happy to put this behind me. I went through the roof.

Also, save up the "fell flasks". Those increase your max stamina.
Skills can really help too. Respeccing is super cheap, so it's possible to respec to some other skill trees, just for the passive +stamina bonuses, then respec back.
Gear can add bonuses too. I passed one annoying puzzle by simply bringing ranger gear with me and putting it on temporarily for the +stamina max.
I feel your pain, as I've been there too.
While I like the concept of using a grappling hook, I have the feeling the window of using them is quite too often too small; making it a case of hitting the "E"-button - in my case - a matter of fractions of seconds. Time slightly off and you're "fallling to your doom". In both cases of speaking in at least one part of the game.
I don't like the idea of something needing 25+ attempts (Yes, it took me that many in the Spire of the Huntress) to cross a gap and in that particular situation I've been very close to the point to uninstall the game.
IMHO it may have been better if the Dev's had looked into using two ways to climb a spire. One using the difficult puzzles at the inside and one using easier puzzles at the outside of the spire; making it slightly easier for players which challenge they'd prefer to take.
But I fear that'll never happen.
