Resque Farmer - complete several quests for her, create seedling table in her craft menu, place it anywhere you want and look for recipes.

New recipes for seedlings by just picking the right flower the first time and the new recipes will be there.

Ones you got seedlings just place em in your action bar and activate them for planting on the ground. It is as easy as that

Also, always looking for farm estate around the map, there will be plenty of plants there for you to collect and unlock the new seed (if you haven't already)..

You get seedlings by making them at the seedbed.

Yes, that's right the seedbed isn't a place to plant seeds its where you make seeds to plant in farm soil.
