You are the reason forums get cluttered and people have trouble finding information.
Starting another thread isn't going to do anything but make a mess of the forum.
By the way, on that issue, a good workaround, which helped some, my-self included, is to limit the FPS specifically for the game at 58 FPS. Yes, it sucks but at least, you won't get the terrible frame pacing problem.
You can record a video in 144 fps of Youtube and you'll have 144 fps. That sort of "test" doesn't even make sense.
There's some form of internal frameskipping with their engine. The Steam fps counter says it's running 144 fps at all times, but it feels more like 50 fps, while the UI seems to be rendered correctly. For example, flicking around the camera should be very smooth, yet it is very choppy because there's a lot fewer individually rendered frames inbetween with a lot of them getting duplicated. It's as if it is trying to emulate frame generation, just without the whole AI part.
It has nothing to do with animations. "60fps animation" actually doesn't mean anything and has no technical impact, it's just marketing fluff at best. The only thing "60 fps animations" means is that the animator made sure to include details in the animation that can only be picked up at +60 fps, as it could potentially frameskip below, which would result in missing out on some subtle jiggle.
