nVidia comes with a control panel that actually lets you change the desktop color settings in there and it makes a huge difference.
The problem is not just brightness, but the overblown bloom they implemented, and not sure there is any way to fix that externally. There are some reshades that try to tone it down, but only somewhat successfully.

After you enable it you have to adjust settings with your monitor instead using nvidia.
RGB to HDR conversion doesn't work right when you change nvidia settings .
It´s a shame because bloom could enhance the immersion of the game if it were not that excessive.

Edit: Testing Brightness/Contrast filter as well. Not fine tuned, but I think an improvement. Seems like it might help dusk and dawn transitions not looking so sudden as well? Will have to test more. At least more settings to possibly fix any washed out look.
Give brightness and contrast sliders at minimum. HDR implementation as a bonus (though should be standard in 2024)
edit: special k helps a lot and even gives acceptable HDR
