No extra fire damage for melee weapons?

So I just did a small test to see if Arsonist and Pyromaniac increased fire damage on the Enflamed sword and Nova sword. Both have fire damage shown on the bar on left while enflamed sword has +9 fire damage. when I added skill arsonist i thought I decreased damage but i cant be sure so I wrote damage numbers down 173/256 then added skill pyromaniac but damage numbers remained the same.These numbers are for a rare enflamed sword. I had a lot of 99 or 100 base numbers for a legendary nova sword so I do conclude that this sword sucks.

So the question here is if this is intended or unfinished because early access?
In my opinion 10% fire damage should buff fire damage no matter weapon type because not much reason to add to a melee weapon otherwise.

Most likely due to EA and the game just launching into play mode i would think cause for right now i believe the perk only works with spells since its in the mage tree i've heard before.
