Which pickaxe are you using? The upgrade for the scrappy pickaxe requires copper, which is acquired by progressing the blacksmith's quest and building a kiln.

Acquire all 5 crafters, and do their respective quests.

Don't you mean smelter? If you do then I can't get to the area of the quest due to red shroud.

you need to keep levelling the flame and do the survivor quests, you get new metal type at each level, scrappy then copper then bronze and so on. in a way its all tied to the flame level and not your character so much.

If you find an ore vein you will gain a lot of XP.
I'm upgrading them too atm.
Mining is a great way to level!

Found Anders lost chest and it unlocked nothing. Flame is lvl 3 at present, need the smelter for the ore.

For the smelter you need to find the required pot the blacksmith asks for.
If you follow the quest you will find it behind a pile of ruble. It looks like a smelting pot so do not look for a chest. Besides that it gives a blue shine behind the ruble

The items usually can be seen by the bright glow effect on them, like the books that havent been read yet but larger. Usually there are 2 - 3 locations you have to go to, each one either has a note to read pointing to the next item or the item itself.
