How to unlock Coal Powder?

Need to make it to make the oil so I can upgrade to the big boy storage but it is no where to be found.... I have a handful from looting but not enough.
From what I can read online you are supposed to be able to make it in the grinding Stone but no such recipe exists.

You have to unlock the laboratory at the alchemist

When u build laboratory, there will be a new recipe for the grinder, where u can then grind charcoal down to coal powder.
