The one I found was on the Hill of Scavengers.She was at the top of the mound they built on.

I have looked everywhere, be hind the red shroud lvl 2 areas.

If I am not mistaken she can be found at the Hill of Scavengers POI. It is exactly straight north from the first Elixir Well revealed during the tutorial quests about twice the distance far as the distance between the Cinder Vault you spawn in and that Elixir Well. She can be found outside the shroud!

I got a quest that led me to the location, double check the journal and crafters to see if its there.

Although quests are just kind of given to you and don't always seem to have a defined progression as you can get the eternal ice quest while a lot lower than the level for that bit of the map
